Professional Experience

Jay Malinowski brings to KP Public Affairs Public Relation division more than 25 years of experience in resources management, water planning and agency operations as well as, concurrently, more than 40 years of experience in public affairs strategy and implementation. From 1980 through 2000, he rose to become the Director of Public Affairs and Conservation for one of the nation's largest public water agency, the Metropolitan Water District of Southern California, and then the district's Chief of Operations and primary negotiator on Colorado River matters.

While at Metropolitan, he was one of the leads in the development of the district's Integrated Resources Plan and directed the operational design of Diamond Valley Lake for integration into the district's total distribution system. He also managed the optimization of the district's largest division resulting in savings of more than $60 million and the development of a nationally recognized and implemented water resource education program.

Mr. Malinowski has published hundreds of articles in the popular and trade press and was the creator and editor of the book, Reflections on the Colorado. He has received numerous awards including the International Association of Business Communicators Award of Excellence and the Silver Six Award of Excellence. He has appeared on more than 200 television news and public service programs and is a frequent guest on KCET/PBS's California Gold.
