Professional Experience

Mr. White has over 15 years of bipartisan legislative experience serving in executive positions and advocacy for various industries, including renewable energy, oil and gas, water, forestry, housing, and general business community matters.

Prior to joining KP Public Affairs in 2014, Mr. White founded BW Strategic Partners where he was Principal of an independent lobbying firm, which provided full-service consulting and government affairs for a diverse group of clients at all levels of California government. Between 1996 and 2012, Mr. White also worked for leading energy companies, business trade associations, and was a governor’s appointee at the California Department of Water Resources.

Before launching his consulting business, Mr. White was Director of West Coast Government Affairs for SunEdison where he led the company’s advocacy and outreach to promote renewable energy policy in the states of California, Hawaii and Oregon. Mr. White was also Director of California Government Affairs for BP America, leading the company’s legislative and political strategies in discussions with the Governor’s office, legislators and third party groups on issues such as refining, marketing, combined heat and power, renewable portfolio standard, biofuels, taxes and water. Mr. White’s other business and advocacy positions included roles as Vice President of Legislative Affairs for the California Forestry Association, Legislative Advocate for the California Building Industry Association, and Director of Environmental and Educational Affairs for the California Chamber of Commerce.

In 2004, Governor Arnold Schwarzenegger appointed Mr. White as the Assistant Director of Legislative Affairs for the California Department of Water Resources. During this time, Mr. White worked directly with the Governor’s office, the Natural Resources Agency, DWR executives, water agencies and the general public on various energy and water initiatives, including successful passage of the 2006 infrastructure and flood control bond (Proposition 1E).

Mr. White lives in Elk Grove, California with his wife Linda and two daughters Brianna and Sydney. He is active in the community and enjoys coaching youth basketball.


Mr. White graduated Cum Laude from Morehouse College in Atlanta, Georgia with a Bachelor of Arts degree in Political Science.
