Christina DiCaro

Christina is a member of KP’s lobbying practice, specializing in issues pertaining to defending the scope of practice for veterinary professionals, landmark food safety legislation affecting livestock, privacy protection issues for both veterinarians and libraries, public broadcasting issues, and broadband deployment and General Obligation bond construction for libraries. Additionally, Christina has extensive experience and success in securing funding for her library client in the complex annual State Budget process. In fact, the 2021-22 State Budget includes an unprecedented $500 million in funding for public libraries, including $439 million for library construction grants, which was made possible due to Christina’s work with KP lobbyist Mike Dillon, Governor Newsom, the California Democrat leadership at the Capitol, and the State Librarian.

 Experience

  • For almost three decades, has represented the California Veterinary Medical Association and California Library Association before the Legislature, Administration and regulatory agencies

  • Served 22 years as a lobbyist at Michael F. Dillon and Associates, a private, contract lobbying and association management firm in Sacramento

  • Previously was employed as an Assistant to the Directors of Media Relations, Public Relations, and Broker Relations for Health Net in the Woodland Hills, California headquarters

Awards

  • Christina received the 2023 President’s Award from the California Veterinary Medical Association. In bestowing the award, the CVMA noted that “Christina has represented the CVMA on legislative matters large and small since 1994 and has been a critical component of the CVMA’s various lobbying successes.”  They add, that with each legislative session at the Capitol becoming “more complex, Christina’s steady leadership and guidance is valued more now than ever.”

  • Former president of the Institute of Governmental Advocates, the association representing the California lobbying industry and current member of the IGA Executive Board

Education

  • Bachelor of Arts degree in Political Science from the University of Southern California
