Samantha joined the public relations team at KP Public Affairs (KP) in May 2019. She has an extensive background as a public policy professional where she gained experience with project management, strategic planning, marketing, and coalition development. Fluent in Spanish, Samantha has a track record of successful marketing and outreach strategies that engage the Latinx population throughout the state. Previously, Samantha worked as a District Representative for City of Sacramento Councilmember, Steve Hansen, where she managed economic development projects, developed communication campaigns for the public, and coordinated constituent engagement. During her role at the City, she organized and attended community meetings to cultivate support for city programs and initiatives. Samantha has extensive experience working with community-based organizations throughout the state. Prior to her role at the City of Sacramento, Samantha worked as a Project Associate for Valley Vision where she conducted research on socioeconomic indicators for the Sacramento region and developed seven Next Economy clusters to identify workforce skills gaps and develop cluster action plans for the region.

  • Developed policy objectives, strategies, and operating plans for the Sacramento City Council to address public policy-related topics related to promoting the importance of the arts and culture, rent control, homelessness, solid waste guidelines, and quality of life issues
  • Managed more than $65 million in economic development projects for the City of Sacramento that included Powerhouse Science Center, Convention Center Renovation (C3), Old Sacramento Waterfront, Land Park Amphitheater and Capitol Mall Renovation
  • Implemented a minority outreach plan for Bank of the West branches and formed relationships with minority associations nationwide
  • Convened forums with employers and training partners to identify workforce skills gaps and develop regional action plans for Valley Vision, Sacramento-based think tank
  • Created community outreach programs and social media marketing campaigns in English and Spanish


  • Graduated from the University of California, Berkeley with a Bachelor of Science in Economics and Environmental Policy
